Announcement for Foreigners – Change in the Procedure for Submitting Temporary Residence Applications (Effective April 27, 2026)

Please be advised that as of April 27, 2026, due to an amendment to the Act on Foreigners, a new and exclusive method for submitting applications for a temporary residence permit has been introduced – via the nationwide MOS 2.0 system  (register a user account and then log in to this account via login.gov.pl.) *

HOW TO USE THE MOS WEBSITE?

HOW TO OBTAIN A TRUSTED SIGNATURE, QUALIFIED ELECTRONIC SIGNATURE OR PERSONAL SIGNATURE?

(If you have problems with registering an account or logging in, or if you notice problems with the operation of the portal, go to the database of frequently asked questions, and if you do not find the answers you need in this database - write to technical support, who will provide you with technical support. Do not write to technical support on legal issues.)

  • You will not complete the application electronically at the MOS,if you are not a user logged in at MOS. To complete the application you must log in to your individual MOS account via your login.gov.pl profile;
  • You will not send an application in the MOS if you do not have a trusted signature or a qualified electronic signature (or personal signature - if you are a citizen of the Republic of Poland and you are applying on behalf of a minor or an incapacitated person); 
  • Submit your application during your legal stay in Poland -submission of an application from abroad is not permissible, and only a few exceptions allow you to apply if you are in Poland illegally.
  • Be sure to check before applying for authorisation,whether, in the situation you are in, it is generally possible to initiate proceedings and whether there are grounds for refusing to grant authorisation. If there are such grounds, consider whether to apply for authorisation.

*Applications submitted by any other means (in person at the Office or sent via mail) will be left without consideration.

In the case of applying for A TEMPORARY RESIDENCE PERMIT  for the purpose of education (studies), the foreigner is required to attach the so-called Attachment no. 5 to the application in the MOS system, which replaces the previous certificate obtained from the university.


Procedure for Obtaining Attachment no. 5:
The international student completes the form in the MOS system and provides the university's email address:
For students who began their studies from October 1, 2025: prodziekan.dydaktykaw6@pwr.edu.pl 
For students who began their studies before October 1, 2025: admission@pwr.edu.pl

Once the student fills in the required data, Attachment no.5 is automatically forwarded to the university.

An authorized university employee completes the document and signs it with a qualified electronic signature.

The signed document is sent back to the student via the MOS system.

The student attaches Attachment no.5 to their application through the MOS 2.0 system.

How to calculate the amount of sufficient funds

Applications must be submitted exclusively via the MOS 2.0 system available at: www.mos.cudzoziemcy.gov.pl/en/

Please familiarize yourself with the new rules and follow the indicated procedure when submitting applications.
